In 2015, the Indiana General Assembly passed legislation (House Enrolled Act 1303) establishing a pilot program under which individuals can become a “state registered” Home Builder or Home Remodeler through the Indiana Professional Licensing Agency (IPLA). The program is voluntary.

Under IC 25-1-5.5, the IPLA will maintain an electronic registry of all “state registered” Home Builders and Home Remodelers, also known as Voluntary Contractor Registry, who apply electronically for registration through its website and meet the registration requirements set forth by the Indiana Builders Association.

The Voluntary Contractor Registry provides an avenue for the consumer to identify a “state registered” Home Builder or Home Remodeler. Choosing a “state registered” Home Builder or Home Remodeler gives the consumer peace of mind that they are working with a reliable, reputable professional.

Initial Registration Requirements

  • Have an active NAHB Designation: CGB, CGR, CGP, CAPS, GMB, GMR, or Master CGP designation and abide by the designation’s Code of Ethics and IBA’s Code of Ethics, OR
  • Have a bachelor’s degree or higher in a construction-related field and abide by IBA’s Code of Ethics

Ongoing Registration Requirements

  • Complete 12 hours of continuing education biennially
  • Pay designation renewal fee annually
  • Pay state registration renewal fee biennially
  • Pay IBA administrative fee biennially

Initial training and registration cost

  • Designation Courses (0-5 courses): $0-150/course*
  • Designation Graduation Fee: $0-$75
  • State Registration Fee: $50
  • IBA Administrative Fee: $100
  • Total initial cost range: $150-$975

*working on a volume discount with NAHB so could be less expensive

Biennial cost

  • Designation Renewal Fee*: $55
  • State Registration Renewal Fee: $25
  • IBA Administrative Fee: $100
  • Total initial cost range: $180


Process to Become “State Registered”

  1. Meet the education requirements
  2. Complete an application
  3. Pay the fees to the state and IBA

Applicant is certified as “State Registered” and listed on the electronic registry for up to 2 years.
