21 Dec Frank Rhoades receives Indiana Builders Association’s highest distinction
INDIANAPOLIS (December 21, 2023) – The Indiana Builders Association (IBA) recently awarded the 2023 John C. Hart Presidential Award, its highest award, to Frank Rhoades, of Cottage Watchman Security in Pierceton, IN, during IBA’s Annual Conference and Board of Directors Meeting.
Rhoades has been an active member of his local association, the Builders Association of North Central Indiana (BANCI), IBA, and the National Association of Home Builders (NAHB) for many years. Rhoades’ passion for the association is evident as he regularly attends IBA events, Board of Directors Meetings, and is a long-time member of IBA’s Executive Committee.

IBA’s highest housing award is named in honor of John C. Hart, Sr. who served as Chairman of the Indiana House Ways and Means Committee in the early 1970s. Hart was known for being instrumental in restructuring Indiana’s property tax system with then-Governor Doc Bowen. Hart is also the only Hoosier to serve as President of the National Association of Home Builders and one of five Hoosiers inducted into the National Housing Hall of Fame. The John C. Hart Presidential Award is reserved to a select few who have made unselfish commitment and extraordinary contributions to the industry, the Association, or to one’s community.
